On Tuesday, October 24, 2017 The Shiloh Police Department became aware of numerous complaints regarding the business practices of an independent contractor selling mobile homes within the Valley View Mobile Home Park in Shiloh owned by Boatman Homes Incorporated.

An investigation began that resulted in five police reports from potential victims.  While investigating the subject’s business practices, it was discovered that there have been checks passed by the subject that have returned insufficient funds.  The subject is no longer working in association with Boatman Homes Incorporated.

The subject was taken into custody on Wednesday, November 22, 2017, but was later released pending further investigation.  The results of the continued investigation were submitted to the St. Clair County State’s Attorney’s Office for review.

On Tuesday, December 19, 2017, St. Clair County Assistant State’s Attorney Elizabeth Nester issued warrant #17CF0158001 for Deceptive Practice, a Class 4 Felony, charging Randy B. Whitaker, 57, of the 200 block of Aquarius Drive in Shiloh with the above crime. 

The warrant was reviewed by St. Clair County Judge Randall Kelley and he set Whitaker’s bond at $50,000.  Whitaker is currently at large and anyone with information regarding his whereabouts is encouraged to contact the Shiloh Police Department.
