Shiloh does not have a library district in its corporate boundaries. Since Shiloh residents do not pay the tax to support the area public libraries that neighboring residents pay on their property taxes, they are considered non-residents and are subject to the charges below for library use.
College Community Cards: Residents of SWIC District #522 who are 18 years of age or older and are not enrolled or employed by Southwestern Illinois College may register for a community library card. A card fee of $25 is charged per year. Proof of residency (checkbook, tax, water, electric bill or other residency proof), age and social security number are also required.
O’Fallon Public Library (O’Fallon Township High School District 203 Residents):
Effective July 1st, 2002:
The Illinois State Legislature has passed legislation changing the rules governing the issuance of non-resident library cards.
- Those wishing to purchase a library card must purchase it at the public library which serves the high school district that they live in. The O’Fallon Library can issue non-resident cards to those who live within the OTHS District 203 boundaries.
- The card will provide all the services of a resident card, including the right to use this card at any library within the state of Illinois (reciprocal borrowing).
- The Board of Trustees of the O’Fallon Public Library have voted to sell non-resident cards and will charge:
For Homeowners: The owner must bring in their most current tax bill. Our current tax rate is .1805%.
For renters: Renters must bring in a lease or current rent receipt. The charge is 10% of their monthly rent.
Cards are issued for one calendar year from the date of purchase. Tax bills or rent receipts must be brought in each year for renewal.
Belleville Public Library (Belleville Township High School District 201 Residents):
Patrons who do not reside within the incorporated city limits of Belleville, must pay for a fee card. Belleville Public Library’s Non-Resident fee is $65 per year. The fee covers each member residing at the residence.
Fairview Heights Public Library (Belleville Township High School District 201 Residents):
Non-residents may purchase cards for $85.00 per year, per household.
Library cards are honored at all other metro-east public libraries.
