On Monday, January 4th, 2021 at approximately 9:40 p.m., a Shiloh Police Officer observed a vehicle with an equipment violation and conducted a vehicle stop. A computer check of the vehicle’s driver revealed the driver had a suspended driver’s license. A search of the vehicle incident to arrest revealed multiple firearms and pills later determined to be a controlled substance. This case was submitted to the St. Clair County State’s Attorney’s Office for review.
On Wednesday, April 28th, 2021, Assistant State’s Attorney Elizabeth Nester issued a three-count warrant: #21CF0066901 for Aggravated Unlawful Use of Weapon, a Class 4 Felony; #21CF0066902 for Aggravated Unlawful Use of Weapon, a Class 4 Felony; and #21CF0066903 for Unlawful Possession of a Controlled Substance, a Class 4 Felony, each charging Raphael Madison Jr., 23, of the 700 block of North 69th Street, East St. Louis, Illinois with the above crimes.
The warrants were reviewed by St. Clair County Judge Zina Cruse who set Madison’s bond at $30,000 with 10% applying. Madison is currently at-large.
